

NORTH CAROLINA PRETEST-GRADE 3
Elimination of the State-Administered Pretest–Grade 3
Effective the 2009–10 school year, Senate Bill 202/S.L. 2009-451 eliminates funding for most state-administered tests not currently required by federal law or as a condition of federal grants. These tests include the following:
- Grade 3 Mathematics and Reading Pretests,
- Computer Skills,
- Chemistry End-of-Course,
- Physics End-of-Course, and
- Reading and Mathematics Competency.
As a response to the legislation, the North Carolina Testing Program suspended all activities related to the administration of these tests and their alternates.
Please be reminded that the Pretest–Grade 3 was not designed to be used for making diagnostic or placement decisions. The North Carolina K–2 Literacy and Math Assessment data, given to grade 2 students during 2008–09 and placed in students’ cumulative folders, may be used to inform teachers and parents about how well students mastered the grade 2 reading comprehension and mathematics goals and objectives.
As a result of the test not being administered in fall 2009, Grade 3 reading comprehension and mathematics are removed from the ABCs growth calculations for the 2009–10 school year. Grade 3 reading comprehension and mathematics will continue to be in the ABCs performance composite and AYP calculations for the 2009–10 school year.
