Reasons for Elimination of State Tests
Effective the 2009–10 school year, Senate Bill 202/S.L. 2009-451 eliminated funding for most state-administered tests not currently required by federal law or as a condition of federal grants. These tests include the following:
- Grade 3 Pretests of Reading Comprehension and Mathematics,
- Computer Skills,
- Chemistry End-of-Course,
- Physics End-of-Course, and
- Competency Tests of Reading and Mathematics.
As a response to the legislation, the North Carolina Testing Program has suspended all activities related to the administration of these tests and their alternates.
In response to the technical peer review letter dated August 12, 2009, from the U.S. Department of Education (USED), the North Carolina Checklist of Academic Standards was eliminated from the North Carolina Testing Program at the September 2009 meeting of the State Board of Education.
At the March 2010 meeting, State Board of Education members approved removing the Geometry End-of-Course assessment from the statewide testing program beginning in the 2010–11 school year to facilitate school and student transition to the new mathematics curriculum. New assessments to support the new curriculum are anticipated for the 2012–13 school year.
