Each fall, potentially eligible schools are solicited by the North Carolina Department of Public Instruction (DPI) for nomination. Names of schools agreeing to be nominated are forwarded to the US Department of Education (USDE) by the State Superintendent of Public Instruction. The USDE invites nominated schools to develop an application. In winter and spring, the USDE considers applications and announces winners in late summer. A ceremony honoring the winners takes place in Washington, D.C., in the fall.
