Financial Consultation with District Level Leadership Hoke County

  1. Anticipated Outcomes
    Work with Hoke County central office staff and school principals to identify how to designate revenue (State, federal, and local) to meet district/school objectives and to assist with best practices to maximize the use of available resources.

  2. Implementation
    Obtain a specific list of what actions Hoke County has identified as necessary to improve student performance. Present, for each item, which State and federal funding could be used to accomplish the objective. Work with Hoke County to identify how the identified funding streams are currently being utilized. Partner with Hoke County to implement resource reallocation or develop strategies for revenue enhancement.
    • Process:
      1. Compile a complete list of needed actions by July 1, 2004.
      2. Identify four current finance officers, one retired finance officer, two current or retired Superintendents, and two current or retired principals that will work with State and federal funding experts within DPI. This team will be established to review the Hoke County list of needed action items. The team will be established by July 1, 2004.
      3. Compile a breakdown of how Hoke County is utilizing their State, federal, and local resources (by specific activity). This breakdown will be compiled by July 15, 2004.
      4. Team members will be supplied all the material the third week of July and will meet (with representatives from Hoke County) in July.
      5. Recommendations that can be implemented quickly will be discussed with Hoke County central office staff and principals by early August.
      6. The team will continue to meet on a quarterly basis (for as long as needed) to determine what legislative budget/bill action is required to implement remaining unfunded actions.

  3. Projected Costs
    No additional funding can be identified prior to the review. Committee and DPI personnel/travel cost are estimated to be $44,185.
