CROSS PROGRAM CONSOLIDATED MONITORING

Cross Program Consolidated Monitoring focuses on indicators across common compliance strands of the following programs: Title I-Part A, Title I-Part C (Migrant Education Program), Title I-Part D (Neglected and Delinquent), Title IV-Part A (Safe and Drug Free Schools), Title VI (Rural Low-Income Schools & Small, Rural Schools Achievement).

Common Compliance Strands

Above programs are reviewed using the following interrelated compliance strands:

  1. Stakeholder Involvement. Parents, staff, students, and community members participate in developing, implementing, and evaluating programs at LEA and school levels.
  2. Governance, Administration and Funding. Applications, plans, administration of programs, allocation and use of funds meet statutory requirements.
  3. Program Quality. Programs are implemented using scientifically researched based strategies and services, highly qualified staff, and high quality professional development which is all aligned to a comprehensive needs assessment.
  4. Accountability and Reporting. Programs use state and other assessments to measure the achievement of intended outcomes of programs. LEA and schools publically report and widely disseminate all required program and student accountability results. NCLB sanctions are properly implemented.

Cross Program Consolidated Monitoring will consist of a 3 tiered approach:

Tier I:

Tier II:
In an effort to support House Bill 720, The School and Teacher Paperwork Reduction Act, desk reviews for Tier II Monitoring of Title I programs will be conducted for all LEAs and charter schools through monthly monitoring of selected districts. NCDPI staff will review information on the Budget Utilization Development System (BUDS), the Consolidated Federal Data Collection (CFDC) system, and the Comprehensive Continuous Improvement Plan (CCIP).

Tier III:

  • On-Site Cross Program Consolidated Monitoring

*American Recovery and Reinvestment Act (ARRA) Addendum –
This monitoring instrument will be utilized in both Tier II and Tier III monitoring for the 2009-10 and 2010-11 school years.
