Turning Around North Carolina’s Lowest Achieving Schools 2006-2010

In 2005, North Carolina embarked on a high school turnaround initiative to reculture or restructure a group of persistently low performing high schools. In 2006 additional high schools and middle schools were added to this effort, creating a group of sixty-six high schools and thirty-seven middle schools to be "turned around." High-quality professional development on research-based best practices to create school teams to reculture schools, coupled with intensive, targeted, and sustained coaching for successful implementation of reculturing strategies learned during the professional development, yielded significant change in leadership and instructional practice which, in most cases, resulted in significant student achievement gains.

Middle and High School Turnaround Conceptual Framework:

  • Identify
    • Based on two consecutive years of below 60% performance composite

    • Assessment conducted to diagnose current status
  • School improvement plan (Framework for Action) developed

    • Professional development provided for school leadership teams
    • Framework for Action implemented for each school based on defined parameters
    • School Transformation Coaches and Leadership Facilitators provided for leadership capacity building
    • Instructional Facilitators provided for school and classroom level capacity building
